Summary This position is located in the Human Resources Division, Office of Executive Director, and Bureau of Western Hemisphere Affairs. The Executive Director's Office provides executive management and administrative services, including personnel management, financial management, and information system support and management analysis. The specialist provides Bureau(s) with two or more HR functions, one of which must include Staffing and Recruitment or Position Classification. Responsibilities At the GS-9 and GS-11 level, the incumbent performs essentially the same duties; however, the scope and complexity of assignments are of less responsibility and independence and receives closer supervision than the GS-12 level. Advises management on long-term recruitment strategies to best attract, hire and retain skilled, diverse, and motivated workforce including available flexible hiring authorities, sources and programs. Reviews, prepares, and/or coordinates position classification requests (establishment of new positions, reclassification of vacant positions, recertification of position descriptions, desk audits, accretion of duties promotions, etc.) Uses HR Automated Systems and knowledge of Overseas Employment regulations in support of the hiring of Eligible Family Members (EFM) working in our overseas posts. Ensuring proper coordination with the Foreign Service Family Reserve Corps (FSFRC). Administers effective position management procedures to ensure that Foreign Service and Civil Service positions conform to regulations, standards, policies, approved organizational structure, and official mission functions. Requirements Conditions of Employment Qualifications Applicants must meet all the qualification requirements described below by the closing date of this announcement. Applying for the GS-9: Applicants applying for the GS-09 grade level must meet one of the following requirements: A. Have at least 1 full year of specialized experience equivalent to the GS-07 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience providing consultation to managers when developing criteria to determine job applicants' basic eligibility for a particular job. Experience compiling case files containing recruitment actions. Experience reviewing, preparing, and/or coordinating position classification requests. OR B. Have a master's or equivalent graduate degree, s of progressively higher level graduate education leading to such a degree, OR LL. B or J.D. from an accredited college or university. This education must demonstrate the knowledge, skills, and abilities to do the work of the position to be filled; OR C. Have a combination of graduate level education and specialized experience (as described above), which is equivalent to the GS-07 level in the Federal Service. This experience and education together meets 100% of the qualification requirements for this position. Combination of Experience and Education: When an applicant has less than one year of specialized experience as described in the announcement, he essfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study). The percentage of specialized work experience and the percentage of graduate study must total at least 100%. Have at least 1 full year of specialized experience equivalent to the GS-09 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience advising management on recruitment strategies. Experience consulting with and provides advisory services to management officials and staff concerning classification and organizational structure issues. Experience training/advising users on navigating the performance management system. OR B. Have a Ph. D. or equivalent doctoral degree s of progressively higher level graduate education leading to such a degree, or LL. M. from an accredited college or university. OR C. Have a combination of graduate level education and specialized experience (as described above), which is equivalent to the GS-09 level in the Federal Service.
