Executive Assistant

The following are the duties of this position at the full working level.

* Assists the executive in setting business unit strategy and goals that enhance compliance with laws and policy aligned with the overall organizational strategy.
* Plans, performs, and/or coordinates the most significant types of managerial assignments, encompassing all program and functional areas of the executive.
* Prescribes and influences courses of action affecting the adoption of service wide policy.
* Negotiates policy matters with both internal and external organizations and assures understanding and consideration of the executive's views.
* Assists in the allocation of resources among the program office; establishes performance measures and goals and manages the execution of program goals; ensures goals, strategy, and policies are clearly communicated to employees to achieve the desired results.

* Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9

* The employment of any candidate, including a current employee or a new hire, selected for this position may be conditional upon classification and/or audit of federal tax returns

Qualifications

You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE: GS-15 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service
Specialized experience or this position includes:

Experience in providing support with implementing operating policies, practices and procedures including: monitoring workflow in a frequently fluid work environment, with competing priorities emerging day to day
Experience with management principles, theories, and practices and their applicability to IRS' initiatives to enhance the taxpayer and employee experience, which includes an understanding of the development strategic plans
Experience with promoting and supporting a collaborative team environment, to negotiate effectively to accept and implement recommendations that are servicewide in scope
Experience communicating effectively and persuasively in a variety of situations, using written and verbal communication skills, with diverse audiences
Written and verbal communication sufficient to organize and summarize large amounts of information; and document or articulate problems, issues, outcomes, recommendations quickly and clearly for leadership briefings
Experience with preparing presentation materials and/or presenting for top level executives on matters related to program initiatives
Establishing and maintaining effective relationships to gain confidence and cooperation of supervisors, managers, and co-workers.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible
To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to
Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

AND

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment
