Posting Summary
Rutgers, The State University of New Jersey is seeking a Public Health Representative I for the Department of Medicine Infectious Diseases within the New Jersey Medical School. Under the direction of the Medical Director, the Public Health Representative I will serve as the lead staff for HIV counseling, screening, testing and referral in the Coordinated Outreach and Linkage (COOL) Program Mobile Unit. The Public Health Representative I will serve as an HIV Pre-Exposure Prophylaxis (PrEP) Counselor, provide sex-positive sexual health counseling, and coordinate community outreach for key populations disproportionately affected by HIV.

- Provides HIV and STI testing through blood extraction, phlebotomy, and urine collection.
- Ensures that HIV counseling, testing and referral is provided in accordance with the standards of the Division of HIV and AIDS (DHAS)/NJ Department of Health and Senior Services (NJDHSS).
- Ensures that blood and other specimens collected adhere to the standards of the New Jersey Department of Health and Senior Services.
- Ensures that blood and other specimens collected are transported to the NJ Department of Health/Courier pick up site.
- Assists in the coordination of activities related to HIV services at health fairs, colleges/universities and other community sponsored event information and testing sites.
- Lead of at least two COOL events per year.

Qualifications
Minimum Education and Experience
- Bachelor s Degree in Public Health, Nursing or related field plus three (3) years of experience in a public health of which two (2) years should be in performing HIV counseling, testing and referral or in a related testing/prevention outreach service.
- Prior completion of the NJDHSS HIV Prevention Counseling Course Series.
- Equivalent experience, education and/or training may be substituted for the education requirements.
Certifications/Licenses
- Phlebotomist certification.
- Valid driver s license
Required Knowledge, Skills, and Abilities
- Thorough working knowledge of regulatory requirements.
- Basic computer skills needed for Microsoft applications.
- Must have completed or be eligible to successfully complete the Rutgers Defensive Driving Training Course.
Preferred Qualifications
- Prior experience on a mobile unit environment.

- Must be able to lift or exert force up to ten (10) pounds.

Immunization Requirements
Under Policy 60.1.35 Immunization Policy for Rutgers Employees and Prospective Employees, Rutgers University requires all prospective employees to provide proof that they are fully vaccinated and have received a booster (where eligible) against COVID-19 prior to commencement of employment, unless the University has granted the individual a medical or religious exemption. Employees who are not eligible for a booster at the time of an offer of employment must provide proof they have received a booster upon eligibility and upload proof of same. Under Policy 100.3.1 Immunization Policy for Covered Individuals, if employment will commence during Flu Season, Rutgers University may require certain prospective employees to provide proof that they are vaccinated against Seasonal Influenza for the current Flu Season, unless the University has granted the individual a medical or religious exemption. Additional infection control and safety policies may apply.
